The Upper Kirby Redevelopment Authority and TIRZ # 19 authorized a mobility study and storm drainage study following Tropical Storm Allison. These two studies identified several improvements required within the Upper Kirby boundaries to ensure adequate drainage, improved pedestrian and motorist safety and necessary mobility improvements. The current project will address these issues along Kirby Drive between Richmond and Westheimer.
