Texas Sterling Construction crews continue to progress on the Kirby Drive Drainage and Mobility Improvements Project—a project managed by the Upper Kirby District Tax Increment Reinvestment Zone No. 19 (TIRZ 19)—despite the significant impact of Hurricane Ike.
