Proposed short term Mobility Improvements Executive Summary
| This mobility study was commissioned by the City of Houston, Planning and Economic Development Department in association with the Upper Kirby Redevelopment Authority (UKRA). The study was an examination and evaluation of access and traffic conditions for the combined boundary of UKRA and the Tax Increment Reinvestment Zone No. 19.
New development from residential to commercial/retail to business continues to flourish in the area giving need for the development of a mobility plan that will grow to meet the needs of this population. This study focuses on the short-term and long-term needs of UKRA related to traffic, bicycle and pedestrian operations and safety.

- Improve Pedestrian and Bicycle Mobility
- Identify Short-Term Mobility Improvements
- Identify Long-Term Mobility Improvements
| Short-term improvements were focused on developing recommendations to improve safety, traffic flow and pedestrian/bicycle mobility. The improvements are cost-effective and feasible to implement in the next 3-5 years with a focus on traffic signal operations and arterial and intersection reconfigurations.
| Traffic projections developed from 2025 model runs from H-GAC were utilized to analyze the future roadway and intersection LOS. From these LOS results, the long-term improvements were developed, which are considered to be implemented in the 7-15 year time period. They will be dependent on major transportation improvements in the area, i.e. METRO’s high capacity transit and TxDOT’s US 59 improvements. | | |
