(Upper Kirby Management District)
Created in June 1997 by the Texas State Legislature, the Harris County Improvement District #3 was created for comprehensive planning, implementation, maintenance and operations for the public improvement to the Upper Kirby District.
Commercial property owners pay a self-imposed property tax in addition to all public taxes. The tax rate for HCID# 3 is currently $0.15/$100.
Founded: May 1997 by Texas State Legislature
Boundaries: Roughly Westheimer (N), Shepherd (E), Bissonnet (S) and Buffalo Speedway (W). Link to boundary map.
