Though Upper Kirby’s current focus is captial improvement, at its heart, the District is a service organization providing area property owners, businesses and residents with public spaces that are beautiful, clean, safe and comfortable. This is an ever-evolving scope of work as this area continues to grow both in density and in activity. Currently the District provides:

Planning

Upper Kirby is constantly in a process of planning for the needs of the District from basic infrastructure and transportation to overall quality of life improvement.

Security

Supplemental security services via the Upper Kirby District Patrol and HPD overtime utilization.

Public Space Enhancement

Right-of-way beautification and maintenance that includes seasonal improvements as well as ongoing landscaping and hardscape maintenance, public art, graffiti abatement, bandit sign removal and storm inlet maintenance.
